Frank was born and brought up in Glasgow but of a family with strong connections to South Uist. He trained as a PE teacher but found an escape into dance from which he has never returned. He has been at the forefront of developing dance in Scotland for the last twenty years, working as a choreographer, performer and teacher. In May 2000 Frank was one of the first individuals in the UK to be awarded a fellowship from the National Endowments for Science, Technology and the Arts (NESTA). He is currently using his Fellowship to study Gaelic and exploring the relationship between Highland landscapes, culture and creativity.
